More strong language in Idaho. I'm not sure how a state can have a statute like this and not be checking the qualifications of the candidates:

Dear Sir/Madam,
Under Chapter 7, Title 34-704 of the Idaho Election Code, it states:
"DECLARATION OF CANDIDACY. Any person legally qualified to hold such office is entitled to become a candidate and file his declaration of candidacy."
My question is this: who determines whether an individual is legally qualified to hold the office they are seeking?
Also, are presidential candidates required to file a declaration of candidacy with the state of Idaho?
